Charles B. Willis
Bio: Charles “Chuck” Willis
was born in Chesapeake, Virginia, where he
attended Great Bridge High School. He served four years
in the United Sates Marine Corps and he was stationed in
Cuba during the Cuban Missile Crisis. In 1965, Mr.
Willis was injured in a car accident. For three years,
he attended college pursuing a degree in Business
Administration. Mr. Willis owned and operated a grocery
store for two years and for eight years, he owned and
operated an investment business with 45 employees. In
the early seventies, he served on the Architectural
Barriers Committee of the PVA. From 1981 to 1999, Mr.
Willis was employed by Hunter Holmes McGuire VAMC as an
Education Employment Coordinator and Patient
Representative and in 1993 was selected has Handicap
Employee of the Year for the Veterans Administration
nationwide. From 1999 to 2006 Mr. Willis worked at the
Mobility Center of Virginia as a Sales Consultant. In
1986, Mr. Willis Co-authored the Peer Counseling Central
Program which was adopted by the National Office at the
VAMC and has been a peer counselor every since. Mr.
Willis has also been a volunteer at McGuire VAMC and has
recently received a plaque for over 5000 hours volunteer
service. Since retiring he has been teaching the Peer
Counseling class for new injuries. Mr. Willis was
involved in the development of the Think First Program
at the McGuire VAMC and has served as a spokesperson for
Think First. Mr. Willis has been a member of the
Virginia Mid-Atlantic Chapter PVA since 1966 and served
on the Board of Directors for many years and is
currently serving in his 5th term as the Chapter
President. Mr. Willis serves on the Personnel, Finance
and Membership Committees. He is also one of the
original members of the Independent Wheelchair Athletic
Association. Mr. Willis is also active in many civic
organizations including the Boy Scouts and the National
Spinal Cord Injury Association.

Joseph S.
Wright Jr.
Bio: Joseph S. Wright Jr. was born in
Charleston, South Carolina on 3 November
1953. He completed Charles A. Brown High
School and later, while on active duty,
received his Bachelor of Science degree in
Business and Management from the University
of Maryland.
Joseph joined the Paralyzed Veterans of
America in March 1999. He has served as an
ad hoc member of the Virginia Mid-Atlantic
Board of Directors for three years. His
assignment at the chapter includes the
Advocacy/Legislation, Personnel, Membership,
and Finance committees.
Joseph is also a volunteer at the
Fayetteville Veterans Administration Medical
Center (VAMC). There he serves as the Deputy
Veterans Administration Volunteer Service (VAVS)
Officer and Volunteer Liaison Officer.
Joseph medically retired from the Army after
26 years of service. He is a T12 paraplegic
as a result of an abdominal aneurysm.
Joseph entered the Army and completed basic
training at Fort Jackson, SC. His tours and
assignments include Germany, Italy, Korea,
Letterkenny Army Depot and Fort Bragg.
His last assignment was Fort Bragg where he
served as Sergeant Major of the 2nd XVIII
Airborne Corps Material Management Center.
Joseph’s awards and decorations include the
Legion of Merit Medal, Meritorious Service
Medal, Army Commendation Medal, Joint
Service Achievement Medal, Army Achievement
Medal, Good Conduct Medal, National Defense
Ribbon, NCO Professional Development Ribbon,
Army Service Ribbon, and the Distinguished
Order of Saint Martin Award.
SGM Wright is married to the former Melvetta
D. Jenkins of Charleston, SC. They have two
children, Joseph III and Maya. The family
resides in Fayetteville, N. C.

LaDon Chambers
Bio: LaDon Chambers is a 40-year-old
retired Marine Sergeant, born and raised in
Chicago, Illinois. He has served the Chapter
in various capacities. He most recently
served as the Chapters Executive Director
from 2006-2007and has served as the chapter
Treasurer since October of 2008. During his
tenure the Chapter was recognized as the
“Most Outstanding” Chapter by the National
Organization. The Chapter also created a
Special Development Committee that launched
many successful fundraising initiatives.
These initiatives ultimately enhanced the
Programs and Services that the Chapter
renders. He wholeheartedly thanks the Staff,
Board of Directors, and all the members for
working feverishly to accomplish the
aforementioned endeavors. If elected to the
2008-2009 Board of Directors, he will
continue to work tirelessly and
cooperatively with the other Board of
Directors to enhance the Chapters Programs
and perform other task that maybe assigned.
Some of his credentials are listed below:
Mr. Chambers’ Military Experience
includes positions as Motor Transport
Instructor, Primary Marksmanship Instructor,
and Retail Store Manager (exchange). While
serving in the Marines, he earned two
Meritorious Promotions, two Navy Achievement
Medals and several Meritorious Unit
Commendations; he has successfully completed
several leadership courses.
Mr. Chambers’ Educational Attainment
is as follows: in 2005, He earned a Master’s
Degree in Counseling Education at Virginia
State University. In May of 2002, he
graduated Magna Cum Laude from Virginia
Union University’s Social Work Program.
Lastly, in 1999, he earned an Associate’s
Degree in Human Services from John Tyler
Community College, where he graduated Magna
Cum Laude.

David Coffield
Bio:
David R. Coffield is
a 62-year-old retired Naval Officer (CWO4).
He spent 10 years on board Navy Nuclear
Submarines as a Nuclear Engineering
Supervisor and as Nuclear Quality Insurance
Officer. He also served two years as a
Nuclear Radiological Controls Officer in
support of Nuclear Submarine Repair.
Additionally, he spent seven years as
Director of Inpatient/Outpatient Drug
Treatment Programs for the Navy both at
Naval Air Station Oceana, Virginia Beach and
in Naples, Italy. David was injured in
February of 1985 while stationed in Naples,
Italy. His SCI injury was a C-6
quadriplegic. He was medically retired with
20 years of service. After his
rehabilitation at the VA Medical Center
Richmond SCI, he went on to graduate school
to receive his Master’s Degree in
Rehabilitation Counseling from Virginia
Commonwealth University in May of 1989.
Mr. Coffield returned to full-time
employment in January 1989 at the VA Medical
Center Richmond and in 1991 was assigned to
VA Medical Center Hampton as the Chief of
Prosthetic Treatment Center where he was
employed for 9 years. On May 31st, 1999
David retired with 30 years of Federal
Service and he began working with the
Hampton Roads Community Sailing Center which
has a goal of offering those persons with
severe disabilities a chance to experience
the sport of sailing. He has also become a
member of the Virginia Peninsula Military
Officers Association of America (VIPMOAA)
and is helping in their Legislative/Advocacy
Program. He has served on the Virginia
Mid-Atlantic Chapter Board of Paralyzed
Veterans of America (PVA) for 18 years and
served previously as the National Director
for the Virginia Mid-Atlantic Chapter, PVA
for 14 years. As the Chapter National
Director his concerns have always been with
our SCI/D veterans and the sacrifices they
have made both past/present and he truly
feels it is his duty to reciprocate. This
last March, as in the previous six years he
and five other Chapter Representatives went
to Washington, DC to meet with all of
Virginia’s House and Senate members to
encourage them to support those issues in
the Dept. of VA that concern our SCI/D
veterans the most. We must form a united
front and voice our continued support for
“VA Health Care” concerns so the needs of
all SCI/D veterans will become the priority
for this current Congress. We must convince
our law makers that PVA’s agenda is an
important one, and hope that you will allow
me to continue to represent you at this
level. As A PVA Board member, he represents
the Chapter on the Virginia Veterans Joint
Leadership Council (JLC), which is an
appointment position by Governor. David
resides in Williamsburg, VA with his lovely
wife of 37 years, Dr. Martha C. Coffield.

Raymond Kenney
Bio:
Raymond Kenney
is a soon to be 50 year old Marine Corps
Veteran as of August 2, 2009. This will be
Raymond’s 9th term as a member of the Board
of Directors if he is elected. He had the
honor of serving at HMX-1 Quantico, Virginia
home of the Marine Corps Helicopter Squadron
Marine One. He had the honor of serving
former President Ronald Reagan while at
HMX-1. Raymond received an honorable
discharge in June 1982. Raymond received a
C-6 spinal cord injury on June 25, 1994
because of an automobile accident. After
rehab at MCV, he returned to Cadmus Journal
Services where he worked for a total of 17
years. Raymond is experienced in software
setup and configuration. Mr. Kenney is
active in wheelchair sports including the
National Veterans Wheelchair and the Mid
–Winter Sports Clinics. Mr. Kenney is
currently serving on the Board of Directors
as the Chapter National Director and
Hospital Liaison. Mr. Kenney spends many
hours at the Hunter Holmes McGuire VAMC
hospital as the Hospital Liaison Officer
supporting the veterans that have to come in
from time to time and also the newly injured
veterans. Raymond also visits the long term
care facility at the Hampton, Virginia VAMC.
Raymond is a member of the McGuire Peer
Counseling Team, and spends a lot of time
and effort helping any veteran that comes to
McGuire VAMC. He is extremely concerned with
the care, rights, and benefits of spinal
cord injured veterans and will continue to
do so for all Spinal Cord Injured patients
and veterans. Mr. Kenney has served on the
Virginia Statewide Independent Living
Council for 2 years and was selected by the
Governor of Virginia Tim Kaine. Mr. Kenney
has also been selected by Governor Tim Kaine
to serve of the State Rehabilitation Council
for the Blind and Visually Impaired. Mr.
Kenney is involved with other organizations
within his community so that he can better
serve people with disabilities whether they
are service connected or not. Mr. Kenney has
a 22-year-old son who graduated from
Hermitage High School in Henrico County,
Virginia. Mr. Kenney’s son Trae is graduate
James Madison University, Raymond always has
time to talk about how proud he is of his
son. You have to be willing to put the time,
effort, and dedication that it will take to
serve on the board. I do this because it
means a lot to a veteran that is lying in
the hospital far from home and family that
just might want someone to talk to, or may
have some concerns that can be addressed by
this Chapter. I am a true professional and I
take my job seriously. If you have come to
the hospital for medical attention or for
your annual, I probably talked to you. I
probably saw you there because I try my best
to make myself available to you. That is why
I volunteer, because I get great
satisfaction knowing I have made a slight
improvement in a veteran’s life. That’s what
it’s all about.

Charlie
Hayden
Bio: Charlie Hayden
is a 64 year old Army Veteran. He received a
Purple Heart and honorable discharge for
injuries received in June 1966 in Vietnam;
where he was serving as a paratrooper. He
graduated high school in Goochland, Virginia
where he returned to be an active member of
his community. He is an active member of the
Shady Grove Baptist Church and serves on the
Deacon Board as well as the Usher Board. Mr.
Hayden also serves on the Disability
Services Board and previously served on the
Board of Zoning Appeals. Mr. Hayden is
trained and skilled in small engine repair.
Mr. Hayden is married to Clara and they have
two (2) children and (1) grandchild. He has
been an active member of the Virginia
Mid-Atlantic Chapter for over 38 years; he
has served two terms as Chapter President,
and is currently on the Board of Directors
Sports Director. Mr. Hayden has worked
tirelessly for the Chapter in any capacity
needed and will continue to do everything
within his power to improve the quality of
life for SCI veterans.

Jimmy
May
Bio: Jimmy May is a 59 year old disabled veteran
of the Vietnam era. This December, Mr. May will have
been in a wheelchair for 41 years. Mr. May was injured
in Vietnam on November 1, 1968. At this time, he was in
the Army serving with “The Big Red I’ Infantry Division.
While serving he received a Purple Heart, the Army
Accommodation Medal, and other medals. Mr. May is
currently serving as president of the Independent
Wheelchair Athletic Association. He has been involved
with Independent Wheels since 1974, and has served as
president on and off for over 25 of those years. Mr. May
is very much involved in wheelchair sports. One
accomplishment of which he is very proud is that he is
the only veteran who has attended the National Veteran’s
Wheelchair Games for 27 out of the 28 years of
existence. He also serves as assistant coach of the
Richmond/Sportable Rim Riders wheelchair basketball
team; and is also the current Vice President of the
Sitting Ducks Plus bowling league, Mr. May lives in
Midlothian, VA with his wife of 40 years, Sue. Sue is a
hairstylist and owner of Seniors with Sue's Haircare. He
has two sons, Troy and Kevin, and a four-year old
granddaughter, Savannah. Troy is a deputy for the
Goochland County Virginia Sheriff’s Department and Kevin
is a cook at an upscale Midlothian restaurant. Mr. May
is a life member of the local chapters DAV and VFW. He
is currently serving on the Virginia Mid-Atlantic
Chapter’s Board of Directors as a Director and on the
chapter’s Sports and Recreation committee and Special
Development Committee. Mr. May would very much like your
vote to continue serving the paralyzed veterans of the
Virginia Mid-Atlantic Chapter of PVA.

Terence "Smitty" Smith
Bio: Terence R. Smith was was born in Fayetteville, NC. He
graduated from 71st High School in 1978.
Smitty, a C 6/7 as a result of an auto accident, has been a member of
the Virginia Mid-Atlantic Paralyzed Veterans of America since August
1990. He is currently a Director on the chapter’s board.. Smitty also
volunteers at the Fayetteville Veterans Administration Medical Center (VAMC).
At the Fayetteville VAMC, Smitty coordinates activities and events
between the Spinal Cord/Disease Injury (SCI/D) Support Group and the
Virginia Mid-Atlantic PVA. He also assists with the daily administrative
duties for the SCI/D Support Group.
An avid athlete, Smitty is a member of the Raleigh Sidewinders Quad
Rugby Team. He has played wheelchair basketball for years and is a
distance bike rider.
He served as president of the Carolina Wheelchair Conference from 2003
until 2006.
In addition to being a member of the Fayetteville VMAC SCI/D Support
Group, Smitty is a member of the National Spinal Cord Injury
Association, the North Carolina Spinal Cord Injury Association and the
Fayetteville Spinal Cord Injury Support Group.
Smitty served 13 years in the Army before his accident. He served with
the 82nd Airborne Division as a Jump Master.
His awards and decorations include: the Army Accommodation Medal, the
Army Achievement Medal, the Good Conduct Medal, the Army Service Medal,
the Army Expedition Medal and the Noncommissioned Officer Development
Ribbon.
Smitty and his wife, Ann Marie, reside in Fayetteville, NC

Ace Cruz
Bio: Bagferry “Ace” Cruz was born in the
Philippines and came to the United States in 1978. Ace
completed his primary schooling in the Philippines and
graduated from the University of North Carolina at
Wilmington in May 2001with a degree in Accountancy.
Ace enlisted in the Marines in October 1978. He served
14 years before he was medically discharged as a result
of a motorcycle accident. His level of injury is T4/T5.
Ace has been a member of the Paralyzed Veterans of
America (PVA) since 1992. He currently serves as an ad
hoc member of the Virginia Mid-Atlantic PVA Chapter’s
board.
He is also a volunteer at the Fayetteville Veterans
Administration Medical Center (VAMC) and serves as the
Veteran Administration Volunteer Service (VAVS) Officer.
He is also a member of the patient education committee.
In 2007, Ace was elected and served as the vice
president and treasurer of the North Carolina
Handicapped Sportsman Association.
During his service in the Marines, his assignments
included: Parris Island, SC; Cherry Point, NC; Camp
Lejeune, NC; Navy Air Station, Millington, TN; Yuma, AZ
and numerous deployments overseas.
Ace’s awards and decorations include the Meritorious
Mast (3rd Award), Sea Service Deployment Ribbon (3rd
Award), Good Conduct Medal (4th Award), Meritorious Unit
Commendation, National Defense Service Medal, and Navy
Achievement Medal.
He has also received a host of appreciation letters for
duties performed on station and in the community.
Ace and his wife, Diana, reside in Fayetteville, NC.

Ronald
Richardson
Bio: Ronald Richardson is an Army veteran who, since his medical
retirement from the Army, became a member of the Virginia Mid-Atlantic
Paralyzed Veterans of America.
Richardson, a member in good standing with the chapter and one of the
most active members of the chapter, he is also a member of the
Fayetteville Spinal Cord Injury Support Group, the
Fayetteville-Cumberland Advisory Council for People with Disabilities,
and the North Carolina Spinal Cord Injury Association. Richardson also
serves as the Deputy Officer for the Fayetteville Veterans’ Medical
Center’s Veterans Administration Volunteer Service.
He is a graduate of Terry Sanford High School in Fayetteville, NC and
studied Business Administration and Finance at Fayetteville State
University.
Richardson spent most of his career in the army as a recruiter.
Throughout the Army’s Recruiting Command, Richardson was known for his
outstanding leadership abilities and his determination to excel. He
received numerous awards during his tenure as a recruiter, to include:
The Army Recruiter Ring and the Recruiting Medallion, both among the
most prestigious awards in the U.S Army Recruiting Command; The Army
Chief of Staff Award (two awards), the Order of the Sabre Award (three
Awards) and the Top Large Recruiting Station, (eight awards).
Before his duties as a recruiter, Richardson served as a Fire Direction
Control Specialist for the Lance and Multiple Launcher Rocket System and
later a Vulcan Air Defense System repairman
Richardson retired holding the position of First Sergeant, a position
held by soldiers noted in the Army for their leadership and management
ability.
Richardson resides in Fayetteville, NC.

Yusuf “Shaq” Shakir
Bio: Yusuf “Shaq” Shakir is a 44 –year-old Staff Sergeant in the
United Army, born Guyana South America and moved to Brooklyn, NY
graduating from South Shore High School in 1985. Then joined the United
States Army and served 13 and a half years serving first as thirteen
bravo cannon crewman, then being promoted to a section chief, and
finally promoted to Staff Sergeant. During that period of service he was
responsible for eight men in his unit and two and a half million dollars
in military equipment.
Mr. Shakir has been a member of the PVA since November of 1998 and
currently serves as an Ad-Hoc member on the Virginia Mid Atlantic
Chapter Board of Directors as the Hospital Liaison to the Hampton VAMC.
The Hospital Liaison Program is one that Yusuf has a sincere passion
for. He believes and is committed to assisting our members when a need
arises. He also serves on several committees including the Budget &
Finance, Educational Assistance, and Adaptive Equipment/Structural
Assistance.
Yusuf has lived in the County of Chesterfield since 2000 with his wife
Sylvia, four children, and three grandchildren. He is a dedicated
volunteer and will work diligently to protect the rights of fellow PVA
members.
